Option to create quote from cart

When looking at carts, we are given the option to create an order from the cart. It would be nice to have the option to create a quote from the cart as well.

  You can sort of do that currently, but it seems quite backwards.  You have to create an order from the cart, then when it brings up the orders screen, click the More Actions and create a quote from the order.  Having a one step create quote from cart is much cleaner and better approach.
