Discount Rules For Product Status, again

This is a re-post/copy of someone's request from FOUR YEARS AGO...  This is something that would make discounting items -so- much more powerful and easier to apply::

Enable discount rule(s): that applies to an item's product status:

For example, an offer only applies to in-stock merchandise. You would set the rules to only allow the discount to apply to items where Product Status = In Stock.

Addendum: How about discounts that apply only to items where inventory levels > 0 ? That would be a welcome addition also...

For my application, I need to be able to *exclude* items from discounting, specifically items labelled as "Special Order" status. I'm tired of having to toss these items in a "Special Order" category, especially items with Variants, as that then excludes all the Variants, not just the ones with the "Special Order" status...
