Edit Blog Post Screen Interface

On the Edit Blog Post screen, in the WYSIWYG interface, 1/3rd of the real estate is occupied by the "publishing" options.

These options should be moved above the interface so that all of this extra real-estate is opened up for editing the content.

Additionally, the toolbar should be sticky as you scroll down and edit the content so you dont need to scroll all the way back up to use (for when you dont want to use the pop-out editor)
