Offer shipping insurance as optional

Shipping insurance is currently either on or off. In other words if its on, it charges all customers. Why not make it optional to the customer? That way they can decide whether to add the insurance or not.

  Hi Matthew, thanks for the feature request. It's on our roadmap to improve shipping insurance related features. We can include this as one of them.
