Order history lines flashing and not popping up a summary

On the back-end, selecting a customer, and then eyeballing order history, there are some recent issues;

1. the order summary pop up isn't popping up consistently.
2. hovering the mouse over the line with the order number results in it flashing.
3. clicking to open the order (since pop up isn't working) is unresponsive or requires multiple clicks to open.

This has been going on a few weeks.
