Filter orders by inside of country / outside of country

Around 30% of our sales are international, and we frequently could use the ability to only show orders to a specific country, or show all orders within/outside of the US.  I can export the list to excel and filter for this in excel, but it would be more convenient if we could do this right in the admin orders page

  you 'may' be able to do this via custom rule engine and custom fields.

  ie, if international then check custom filed and use that as filter on admin
