Add CSS to the shipping options section of the checkout so those can be more easily styled

Currently there are no css classes used in the shipping options list in checkout and if you have breakout shipping enabled then the same ids are used for multiple sections, which throws validation errors.  It would be nice if the shipping options and the breakout shipping headers had classes set that we could use to customize the style of those sections.

  ANY access to styling the checkout page gets my vote.  I've added custom fields to my checkout page, and they work, but my ability to style them is severely limited, and I hate the way they look on the checkout. And you should see them on the admin side - yuck!
