Make the Shipping Method and ETA merge codes available in shipped notification email templates

Currently the only merge codes that seem to work in shipping notification emails have the shipping method and ETA in a single merge code.  There are merge codes for just the ETA and the shipping method, but they do not appear to work in shipping notification email templates.
