Make Breakout Shipping work with the option to show shipping methods as radio buttons

We have found that it is easier for our customers to see the shipping options if we use the option to show a radio button list of the shipping options rather than using a dropdown.  With the dropdown customers most of the time do not even realize there are options and just go with whatever the system auto chooses for them. Then we get complaints about the shipping option our system automatically chose for them.

However we have some items that need to use breakout shipping because they are dropshipped and the supplier does not allow some of the shipping options we have available from our warehouse.  When the radio buttons options is chosen, it almost works but until customers choose an option for the shipping method for all warehouses, there is a superfluous section of shipping options that shows.
