Ability to exclude certain items from a site wide handling fee

It would be nice if there was a way to exclude certain skus from the site wide handling fee.  We are using the handling fee to impose a charge for orders below a certain dollar threshold, but we also offer free downloads of repair manuals for customer cars, but I can see the possibility of other scenarios where excluding a product or group of products from a handling fee may be useful.
