Newly created custom shipping methods should default to inactive In custom shipping settings

Would like to be able to create a new custom shipping method, and select to have it default as 'Inactive' in 'Custom Shipping Method settings'

When a new custom shipping method is created, have the option to set it as 'Active' on the method, but 'Inactive' in the Custom Shipping Method Settings' for all stores.
So that it can be added to the desired stores later rather than having to go and mark it as inactive for all the others.
