Please simplify shipping setup

The shipping options in settings are very confusing with multiple places to set stuff, like at least 3 different places for shipping markup, that don't correspond to each other. 

Some features don't seem to always work. For instance, we have a minimum shipping charge set up. Despite this fact, we still get shipping estimates below that amount. 

Overall, it seems like the shipping settings need to be streamlined and simplified.
