Custom Shipping Methods Rate Chart

For UPS Mail Innovations, we were give a rate chart that has 17 regions and a price for each 1 lb increment of weight.  It would make setting that up a lot easier if we could have a rate table to fill that info into.  Several other ecommerce platforms I have looked at offers this option.

Having 1190 shipping rules (17 regions x 70 weight ranges) for a single custom shipping method also makes working with that shipping method really slow under the current admin interface.

It would also be convenient to have an option to charge the amount shown in the rate chart + x% of the rate in the chart so we could simply adjust our markup on the rates entered.
