Scheduled Export Failure Notifications

Add email notification functionality for scheduled exports that fail.
For example, with a recent AC change of server IP's for our eStores the scheduled export drop to our secure FTP failed. This is because we have restricted access to our servers based on IP address. It was only because we didn't see data in our downstream systems that we realized the scheduled exports failed to connect to the SFTP.
Having email notifications to a client managed distribution list when scheduled exports fail would be helpful. There are many reasons why connections to SFTP sites could fail and knowing when a failure happens asap would avoid lots of investigation and rework.

scheduled imports and exports need this!
I am currently using an HOURLY scheduled import to fix inventories, so I'm getting 24 emails every day to tell me it was successful. It's tempting to automatically filter these emails out of my inbox, but then I wouldn't notice if my import failed.
Email on failure makes a LOT more sense than email on success.
