At least in my testing, I can offer free shipping on an item via the product specific shipping settings, but if another item that doesn't have special shipping is added to the cart, the standard shipping rates kick back in.
What I am trying to do is offer free ground shipping on any orders with certain products in them even if there are other, non-special-shipping-rate items in the cart. "Buy (x) item/brand and your whole order ships free."
-Shipping method rules just deal with weight, destination, order total, etc, so I can't add a part# related rule there. If you could make item# related rules in the shipping method rules like you can with coupon codes, I'd be OK dealing with it that way too.
-I can make a coupon code work, but its not ideal and I'd prefer not to take up the single coupon code per order slot with a free shipping code.
-The product-specific shipping method seems to have great potential if there were a checkbox/rule that made that rate (in this case $0 on our "ground" custom shipping method) apply to the whole order if that product is on it.
So, either via the product specific shipping setting having the ability to be applied to the whole order or adding the option for item-related expressions in the shipping method rules, we'd like to be able to offer shipping specials on orders with qualifying items even if there are additional non-qualifying items in them.
