Add inside of country / outside of country to rule engine for Customers & Orders rule engine

We would like to be able to add customers to different drip series emails based upon whether they are in the US or not.  Currently I have not been able to find a way to do this. 

For example, we would like to be able to send a product review request email to customers outside the US 30 days after they place their order, since many of the orders take around that long to arrive. For domestic orders it does not make sense to wait that long to send the requests.  

This is just one example, we have had multiple times when being able to filter customers/orders by country would be useful.
