"Force Separate Order" actually creates a separate order

We ran into an issue where if there is an order with products shipping from different warehouses or using breakout shipping where the products use different shipping methods, we need those to be broken up into separate orders. There is an option in the product settings called "Force Separate Order", but it just tells the customer they have to remove the item from their cart and order it on a separate order.  It would be more customer friendly if that setting worked like Amazon and Walmart.com where if items are shipping from separate merchants it automatically creates separate orders for the customer when they place their order.
