FEATURE 2016.1 - Smarty Streets international validation and validation on One Page Checkout
Smarty Streets international validation and validation on One Page Checkout was added.

Prerequisites:
* For opc validation to happen Verify Addresses on One Page Checkout must be enabled.
* For International validation to happen, the Smarty Streets account must have that option available and Verify International Addresses must be enabled.
* To have validation performed when saving an order in the Order Editor, Verify addresses when saving in the Order Editor
In Scope:
When entering an invalid U.S. address, on opc, we will display the address they entered and the one returned (if one was sent back). The user then has a chance to keep the address entered, pick the one returned or go back and edit their address.
On opc, for international addresses, and invalid U.S. addresses that do not return a match, the user will have the option to use what they entered or go back and edit their address.

The site now has the option to validate addresses on save in the admin's Order Editor. This was added since international addresses do not have a suggestion api. When this option is off, and the address is in the U.S., validation still occurs when the user chooses a suggested address, but a validation message is displayed now instead of just clearing the zip code.

A validation item was added to the more actions menu on the customer address editor in the admin.
