HOTFIX: 2014.1 - Side Column Shopping Cart Widget Display Fix

The "Side Column Shopping Cart" widget has been changed to display on all pages now.

This fixes an issue in the Base theme where on the shopping cart and checkout pages the cart dropdown would be empty.
