HOTFIX: 2013.4, 2013.2 - Adds a validation message to OPC

Adds a validation message to OPC when a customer enters a gift certificate before entering any billing information. This will cause the add gift certificate button to trigger payment update panel to refresh, so that invalid gift cert messages will show.
