HOTFIX: Add Shipping Provider Service Lookups To API

Added these methods for looking up Shipping Provider Services by a few keys.

• ShippingServiceProvider_GetByIdentifierName – this is the preferred and consistent lookup method
• ShippingServiceProvider_GetByCode
• ShippingServiceProvider_GetByDisplayName

Facilitates walking up the shipping stack from an order or shipping information over the API.
