HOTFIX: Google Checkout Settings Page

Fixed an issue with saving the page without supplying the login key. If no login key is provided we will not save the ID so that we avoid a split DEKID issue.

Re-saving the settings page should fix the issue for Google Checkout:
[AC] Server was unable to process request. —-> Length of the data to decrypt is invalid.
