FEATURE: Querystring Merge for Rule Engine

Added a new merge code to be used in the rule engine:
##REFERRINGURLQUERYSTRINGPARAM[PARAMKEY=value]##

This allows you to grab the parameter from the referring url and use it in an action to do something such as setting an adcode, etc.
