HOTFIX: Adding Gift Card Paypments s based on selected store in order edit.

We have added a fix for not being able to add gift card payments based on the selected store in order edit.

Originally it would only add a gift certificate option if the store corresponding to the domain the user was logged into supported gift certificates, without regard to the selected store.
