FEATURE: Address Validation on Order Edit Page

Added flag on order statuses to make address validation optional on the order edit page. If the flag is set, it also will not attempt to save the addresses.

This is aimed as an expansion of the order payment link system, so that orders can be created for new customers in the backend without having to know their address information, and the customer can enter the address information as well as payment info in the front end by clicking the payment link in their order confirmation email.

When the flag is set to true, orders with the corresponding order status in the order edit page will neither validate nor save addresses.
