HOTFIX: Ship Outside Regions Issue Fixed

Corrected issue with Shipping Outside Regions link showing when only "http or https" is entered in cp, and updated converter code to not save anything for that setting if http(s) is all that is there. Also corrected issue preventing shipping policy link from showing.
