HOTFIX: Widget Deletion Issue Fixed

Widget deletion was not doing proper checking for keys before attempting to fetch the widget for deletion. Should eliminate "The given key was not present in dictionary" errors related to ThemeAjaxHandler and PageLayoutBase.
