Custom Shipping Methods that Calculate Rates based on Selected Shipping Provider Live Rate

This would combine the functionality of provider live rates with custom shipping methods. The provider's live rate would be used as a base rate of the method, which could then be modified by the normal custom shipping method rules; this would also give the ability to restrict or allow provider services based on region, customer type, warehouse, etc.

  This will solve the limitation of LTL shipments too, as we could use the realtime rate as the base and then add the min needed for Freight shipments, great idea
