Currently the translation of snap ins really blows...Meaning - I have created a snap in on a test theme and to organize/rank it among other snap ins or to employ the same snap in to another theme I have to do so manually. You should include multiple store applications and easy ranking method like that seen in product link groups. Multi store exposed snap ins: In the snap in...create a drop down that allows for multiple store selections. I.E...Snap in applies to: Store1, store 2, store 3....etc This will alleviate the guess work of finding all of the css settings, product list structures, merge codes etc....while implementing a snap in design to a store theme in a specific group. Ranking of snap ins: reference product link group snap-ins and how they are allowed to rank products easily by entering in numbers from 1-1 million for order of appearance. Its painful to have to sit there while AC refreshes for 5 minutes just to move the entire snap in up one rank.

  The new theme system should take care of this using a few of its new features. You just drag the widget (snapin) where you want it to be in relation to the others and drop it and they all sort accordingly. If you want to put it on another theme, you can just copy/paste it. Or you can place it on alternate layouts of the same page and one store can use one layout while another uses a different one.
