HOTFIX 2017.1, 2016.1 - Contact form widgets now submit as expected

Added error handling and code so that contact form pages, as opposed to contact form widgets, also submit as they should. Also added code to allow admin user to view a contact form page even if 'All Stores' is selected on the form.
