HOTFIX 2015.1: HTML template import is now working correctly

There were a few random things that needed to be fixed:
Added template import validation instead of using validation for layouts
Save template name from textbox
Implemented different logic for new templates and imported templates
Force theme admin page reload for add/update/delete templates so accordion nav would reflect those changes
