HOTFIX 2013.4, 2013.3, 2013.2 - Prevents orders from being lost when customer payment method is null.

Fix prevents orders from being lost when customer payment method is null. Order will be placed now but with no payment attached so merchant is aware of the order and can address accordingly.

(Rare case where orders were making it late into life cycle only to fail and be rolled back.)
