FEATURE: Customer Address ReadOnly Setting

Now you can have more control over customer’s addresses and make your life easier
with this New Global Store Setting: Frontend Addresses ReadOnly
If this flag is set, customers cannot edit their addresses from My Account or One Page Checkout.
This can be used by merchants that manage customer accounts exclusively.
On the My Account page, the address Edit buttons will not appear. On checkout, the customer can still select which address they want to use, but they won't be able to change any of the data that loads.
