HOTFIX: PayPal Express Issues Fixed

Added a notification for an error condition during PayPal Express payment processing. The error handling was swallowing the error and not giving any insight into what was going on. Hoping this leads to a follow-up fix.
Fixed the phone number validation that was still occurring even though it was not supposed to during Express Checkout.
