FEATURE: Custom Payment Methods Enabled Section

Added “Custom Payment Methods Enabled” section to Customer Editor to allow enabling store-level disabled custom payment methods. Used for enabling methods like “Purchase Order” only for customers who are approved to use them.

If a Custom Payment Method is enabled for the whole store, it is displayed with a disabled checkbox and cannot be modified.
