HOTFIX: Google Checkout Discounts and Coupons

Non-coupon code, non-shipping discounts will now pass to Google Checkout (basically anything based on the cart’s contents). Additionally, coupon codes applied to the cart before the cart has been sent over will now work and will prevent any additional coupons from being added on Google’s end.
