HOTFIX: Rule Engine Collection Events

Collection events (OrderTimedFollowup and CustomerTimedFollowup) in the rule engine will no longer have a data dump in the logs when debug mode is not enabled.

It was continuing to log the orders/customers that those events ran against, taking up lots of db space for stores who had large numbers of orders and/or customers.
