HOTFIX: Theme Screen Flicker

Live Design will no longer force reload the stylesheet (to avoid caching while in Design mode) while Live Design is turned off. This will stop the Screen Flicker some people notice while using slower browsers like IE or Firefox.

An additional menu item has been added in the Action menu of the toolbar to manually reload the stylesheet.

NOTE: If LiveDesign is turned ON you may still notice the screen flicker because the stylesheet is still force-reloaded to avoid caching.
