Shipping discount exclusive to manufacturer with expiration date (PD-16434)

There needs to be a way to schedule a discount method for free shipping during a specific window of time and exclusive to a specific manufacturer. I need to offer free shipping on all products by one manufacturer for one day only. It's a holiday, so without this functionality, I have to log in from home at midnight on each end of a holiday just to turn this offer on and then off again.
