Can you elaborate on the business use and how it could play into order edit's UI?

for call in orders that we enter through the backend. Especially large orders that will use freight. I'd like to simply set an arbitrary price for shipping on a per order basis. I think custom shipping methods can be ruled out because they will show for the customers on the front end.

You can set the price for shipping (shipping override) today next to the shipping amount. Would that work to do this?

no because then it still shows one of the active shipping methods.

"Phantom Shipping Method" would be great to have!

So just override the name, a textbox allowing you to change the name of the shipping method to say whatever you would like and not to be mapped to a service provider at all. Is that the gist of it?

Excellent idea, In fact, I was thinking the same thing. For example - our store allows checkout with USPS or UPS shipping. Sometimes a customer will call up and request Fed-ex for example. Although we can currently enter the price for fed-ex shipping in order edit, we cannot enter the custom shipping name. Big problem with this is that when it imports into shipworks, it has the wrong name and will automatically get shipped with the wrong carrier if we don't watch like crazy. As far as how to do it, keep the current drop down shipping name selector, but make the bottom selection "custom" - when clicked, it allows entry of a custom name - easy!
