Display Error Text for Non-Applicable Coupon Codes (42)

Currently, an error message is only displayed if a coupon code is entered the system does not recognize. However, if a coupon code is entered that does not fit the order criteria (ie: coupon code for $5 off a $50 minimum order, but customer's order is only $45), since the coupon code is recognized but doesn’t apply to the order, no error message is displayed; the discount just simply isn't applied. It would make sense that anytime a coupon code cannot be successfully applied to an order - recognized or not - an error message should be displayed.
