Shipping Rules for Specific States

Is it possible to set different shipping rates for customers in specific states?

When shipping to California our actual shipping cost for a specific item is always about $100 more than what the website calculates. Everywhere else in the US has correct shipping rates.

Is there a way to make only customers in CA pay a specific rate (or marked up rate) while the rest of the customers pay the default rate? So basically, if shipping to CA then this rate, else this rate.

It looks like I can set up a shipping region, but wouldn't that only allow customers in California to purchase the item?
