Free Swatches - Have an option on products to exclude from 'Minimum order Amount'

Customer was able to order Free swatches for over 10 years since we built this site with a minimum order requirement of $50.00. We changed minimum requirement to $100.00 with help of someone at your company and since then the Free Swatch option has stopped working!!!  Hope you can track down what all this gentleman did and undo to see if Free Swatch feature works.
